New York CNN —Dealmaking is the lifeblood of Wall Street. But analysts say that funding cuts in the plan could end up harming mergers and acquisitions on Wall Street, squashing hopes of a recovery in dealmaking. The bad news: Recent regulations and proposed budget cuts threaten to step on those green shoots before they’re able to flower. Why it matters: Dealmaking isn’t just good for Wall Street. Shares of the stock are down nearly 30% so far this year after its seemingly nonstop streak of bad luck.

The centre-left Socialist Party (PS) won 77 seats, down sharply from its absolute majority of 120 in the previous legislature, after the resignation of Socialist Prime Minister Antonio Costa amid a corruption investigation. Failure to approve a budget usually means the government's collapse and a new election. Portugal's constitution sets out that a new general election cannot happen earlier than six months after a new legislature first convenes, nor in the six months before a presidential election, which is due in January 2026. AD'S POLICY PROPOSALSThe newly-formed AD is led by the centre-right Social Democratic Party (PSD) - the Socialists' main traditional rival. Investors do not expect much divergence from established fiscal prudence and economic growth from an AD government.

Opinion SoleAuthority Forty-five feet underground in a command center near Omaha, there’s an encrypted communications line that goes directly to the American president. Buried below is a military command headquarters constructed in case of a missile attack amid a national emergency. Yet regardless of who wins this election, or the next one, the American president’s nuclear sole authority is a product of another era and must be revisited in our new nuclear age. The jet’s crew can contact the president, verify his or her identity and relay a nuclear attack order to bomber squadrons, submarines and intercontinental ballistic missile silos. It is, however, unacceptable for an American president to have the sole authority to launch a nuclear first strike without a requirement for consultation or consensus.

Munich, GERMANY — Should we borrow from global markets as one combined entity and raise new debt together? That's the question hanging on the shoulders of EU officials as they promise to spend more on defense amid Russia's onslaught in Ukraine. However, in 2020, the 27 members of the European Union decided that the best way to deal with the financial and extraordinary impact of the Covid-19 pandemic was to jointly raise debt. Estonian Prime Minister Kaja Kallas said in an interview with Bloomberg that joint bonds would be a good way to boost the bloc's defense capacities. Dutch Prime Minister Mark Rutte was also very clear he would not support joint debt at the EU level.

A view of ingots of 99.99 percent pure gold, which are placed in a workroom, at Novosibirsk Refining Plant, Russia's leading gold refining and bar manufacturing plant, in Novosibirsk, Russia on September 15, 2023. Gold prices lingered near their lowest level in almost two weeks on Tuesday, pressured by a firmer dollar and elevated Treasury yields, as traders lowered expectations of aggressive interest rate cuts by the U.S. Federal Reserve this year. Data released on Monday showed that the U.S. services sector growth picked up in January after Friday's blowout U.S. jobs report that dashed prospects of early Fed rate cuts. Traders have repriced their bets to four quarter-point cuts for 2024, down from six last Monday, according to LSEG's interest rate probability app IRPR. Investors are awaiting remarks from at least eight Fed speakers this week for further clues on the timing of rate cuts.

Finance Minister Nirmala Sitharaman addresses the media after the interim budget on February 1, 2024 in New Delhi, India. So a lot of new people are accessing India," Sitharaman said, while touting that India was able to showcase its digital public infrastructure at the G20 summit it hosted in New Delhi last year. Sitharaman, when asked about what economic issues will define the vote, said "if economic issues are to dominate the election, it would be the recipients of the beneficiaries themselves coming out to say, 'I'm empowered now'." "If anything, for us it will be performance on the economic issues, good performance, inclusive growth that we've offered." The interim budget is typically a stop-gap financial plan during an election year, aimed at meeting immediate financial needs before a new government is formed.

WASHINGTON (AP) — Taiwan’s top diplomat in Washington has a message for both the island's Chinese adversaries and its American friends: Don’t worry that Taiwan’s new president-elect will worsen relations with Beijing and possibly draw the U.S. into a conflict. But Yui said Lai is willing to engage with Beijing, even as the island seeks to strengthen its unofficial ties with Washington for stability in the region. Shortly after Taiwan's election, Biden told reporters that his administration does not support Taiwan’s independence. Yui said it is incumbent upon both Beijing and Taipei to keep the Taiwan Strait peaceful. Before he came to Washington, Yui briefly served as Taiwan's representative to the European Union and Belgium.

The idea of using Russia's frozen assets is gaining new traction lately as continued allied funding for Ukraine becomes more uncertain and the U.S. Congress is in a stalemate over providing more support. Bipartisan legislation circulating in Washington called the Rebuilding Economic Prosperity and Opportunity for Ukrainians Act would use assets confiscated from the Russian Central Bank and other sovereign assets for Ukraine. Belgium, which is holding the rotating presidency of the European Union bloc for the next six months, is now leading the talks on whether to seize Russia's assets. Belgium is also the country where most frozen Russian assets under sanctions are being held. Maria Snegovaya, a senior fellow at the Center for Strategic and International Studies, cautioned that if Ukraine's immediate needs aren't met, “no amount of seized Russian assets is unfortunately going to compensate for what may happen."

Opinion | Why Jan. 6 Wasn’t an Insurrection
  + stars: | 2024-01-12 | by ( Ross Douthat | ) www.nytimes.com   time to read: +2 min
I’ve written several times about the case for disqualifying Donald Trump via the 14th Amendment, arguing that it fails tests of political prudence and constitutional plausibility alike. But the debate keeps going, and the proponents of disqualification have dug into the position that whatever the prudential concerns about the amendment’s application, the events of Jan. 6, 2021, obviously amounted to an insurrection in the sense intended by the Constitution, and saying otherwise is just evasion or denial. Such a limitation, they say, ignores all the obvious ways that lesser, less comprehensive forms of resistance to lawful authority clearly qualify as insurrectionary. I have a basic sympathy with Calabresi’s suggestion that the “paradigmatic example” that the drafters of the 14th Amendment had in mind should guide our understanding of its ambiguities, and since the paradigmatic example is the Civil War, in which hundreds of thousands of people were killed, a five-hour riot probably doesn’t clear the bar. (For related arguments about the perils of applying precedents from specific crises to radically different situations, see this essay from Samuel Issacharoff as well.)

And I write about politics, I write about culture, I write about social science, and from time to time, I write about world events. Because the Middle East is so contentious, a lot of the brutalism is right here in our own country. So I wanted to learn from the wise people in the past, how do you stay humane in times that are inhumane? It’s dangerous to be gentle and open-hearted in hard times, but it’s also dangerous to shut off your heart. And then I flicked down my social media feed, and I see an old video of James Baldwin being interviewed.

62, you should consider it a concession to the political realities of the moment:A government founded on principles more consonant to the wishes of the larger States, is not likely to be obtained from the smaller States. The most populous states — including not only California, but New York, Illinois, Florida and Texas — tend to be the most diverse states, with a large proportion of nonwhite residents. The smallest states by population — like Maine, Vermont and New Hampshire — tend to be the least diverse. And the structure of the Senate tends to amplify the power of residents in smaller states and weaken the power of those in larger states. The second and more important problem is that the modern Senate isn’t the one the framers designed in 1787.

But tax rises will be very hard to avoid for whichever party forms the next government, says James Smith, a former Bank of England economist who is research director at the Resolution Foundation, which focuses on issues affecting low and middle earners. For earlier governments, the main way to increase tax levels has been to raise the rate of national insurance - a payroll tax paid by employers and employees - and, in the Conservatives' case, higher value-added tax. Annual GDP growth averaged 2.0% from 2010-2019, compared with 3.0% from 1997-2007. Asked on Sunday about widespread reports of looming tax cuts, Hunt told Sky News: "Everything is on the table ... Higher-than-expected inflation has boosted tax revenue and overall GDP in cash terms, giving more leeway against fiscal targets as most public services' spending budgets are fixed.

Rome CNN —A new ruling by the Vatican’s doctrine department has opened the door to Catholic baptism for transgender people and babies of same-sex couples. Regarding transgender people, the document says a person who identifies as transgender can be baptized like any other adult, “as long as there is no risk of causing scandal or disorientation” to other Catholics. Children who identify as transgender can also be baptized if “well prepared and willing,” it says. The document cites several sermons by Pope Francis for the ruling. In each circumstance, the priest is asked to use “pastoral prudence” in deciding whether to allow a transgender person’s participation.

By Philip PullellaVATICAN CITY (Reuters) - Transsexuals can be godparents at Roman Catholic baptisms, witnesses at religious weddings and receive baptism themselves, the Vatican's doctrinal office said on Wednesday, responding to questions from a bishop. A person in a same-sex relationship could also be a witness at a Catholic wedding, the office said, citing current Church canonical legislation which contained no prohibition against it. The Brazilian bishop sought guidance on whether a same-sex couple who had adopted a child or obtained it from a surrogate mother could have that child baptized in a Catholic ceremony. The response said that for the child of a same-sex couple to be baptized, there had to be "a well-founded hope that it would be educated in the Catholic religion". There was a similarly nuanced response to a question whether a person in a same-sex relationship could be a godparent at a Church baptism.

The U.S. Federal Reserve, European Central Bank and the Bank of England dramatically hiked rates over the last 18 months in a bid to tame runaway inflation. Reid also highlighted that this is the seventh time this cycle that markets have notably reacted on dovish speculation. "Clearly rates aren't going to keep going up forever, but on the previous 6 occasions we saw hopes for near-term rate cuts dashed every time. In clear, waiting for inflation to reach 2% before cutting rates would be 'overkill,'" Moëc said. However, minutes from last week's meeting reiterated the Monetary Policy Committee's expectations that rates will need to stay higher for longer, with U.K. CPI holding steady at 6.7% in September.
